California has 'veered' out of its lane in emissions pact with Quebec: U.S. lawsuit
The United States on Wednesday sued California, state officials, the California Air Resources Board, and the Western Climate Initiative Inc for entering into a cap and trade agreement with the Canadian province of Quebec in 2013, saying the state had no right to conduct foreign policy.
